Windsor, Ontario is the southernmost city in Canada. It shares a border with Detroit, Michigan.

Windsor’s current use of Complete Streets is fairly modest. In April 2015, the Windsor Bicycling Committee’s mandate was expanded to include all forms of active transportation, especially pedestrians, and to promote Complete Streets in Windsor.
Presently, neither the City’s Transportation Master Plan or its Official Plan refer to Complete Streets. However, following questions raised in the Council, a report was submitted to Windsor’s City Council in August 2017 regarding implementing a Complete Streets policy, and in June 2017, the City Council voted to fast-track the development of a new Active Transportation Master Plan.
